Today Israel is facing a wave of terror perpetrated by Israel's worst enemies - those who believe Israel should not exist, and refuse to accept Jewish sovereignty over the Land. From the north to the south, terrorists are attacking Jews, wounding and killing, leaving families devastated and traumatized. The Shiloh Israel Children's Fund, based in the Biblical heartland, was created to treat this trauma and help families through the pain and loss caused by the blind hatred of anti-Israel terrorists.

In response to the recent spate of terror attacks spreading across Israel, David Rubin, founder of the Shiloh Israel Children’s Fund, former mayor of the town of Shiloh in Samaria, and terrorism expert, said that he believed the current situation had risen to a level of intensity the equal to that of the first two Intifadas, and that the Palestinian Authority (PA) and its president, Mahmoud Abbas, are ultimately behind the attacks.
